I in order to palliate as far as possible the evils arising from the defective accommodation of the existing prisoners, have come to the conclusion that temporary provision should be made for the imprisonment in some other building of the prisoners undergoing short sentences:
I regret to learn from your despatch No. 336 of the 16th of October, that hitherto no suitable building has been found, but further efforts should be made and I hope that it may be possible, without incurring great expense, to make some arrangement for relieving Victoria jail of at least prisoners sentenced to less than 2 months' imprisonment, and of persons in custody on remand or committed for trial.
